<China's 12th five year plan on new Strategic Emerging Industries> was passed on the executive meetings of the State Council held on 30th May,2012, which confirm the direction of development about seven industry, including the Energy conservation and environmental protection industry, new IT technology industry, bio industry, high end equipment manufacture industry, renewable energy industry, new material industry and new energy vehicles industry. Especially, new energy sector highlighted the solar PV, nuclear, wind energy.

The target of five year plan is based on 《Decision of state council to accelerate the new strategetic emerging industry 》issued on the year 2010. Besides the overall direction of development, it include the industry roadmap and milestone,such as yearly growth rate and R&D intensity for key enterprise, in order to the economic output of new emerging industry reach 8% by 2015.

After the <Decison>announced, most of province introduce the related policy on new and emerging industry, for example, set the special fund, build the industral base for supporting the development of new emerging industry. However, each province has different preference on emerging industry,while renewable industry is the most popular one,  over 80% province have set the renewable industry as the main direction of development, Solar PV has become the priority by Qinghai, Jiangxi, Jiangsu and Zhejiang Province. 

So the next step is detailed the State & Province laws and clear the way of supporting and the related plan. Such as PV energy, distributed generation, Golden Sun and BIPV, Principal of supply chain, etc. Some of them has been issued, some of them is still in the early stage or a draft, but each policy will have a huge impact on China's PV industry. <Five Year Plan> could let policy makers to
